The Team
Upstart’s Recruiting Operations & Programs team builds and maintains the systems, processes, and programs that enable our recruiting organization to scale efficiently and hire the best talent. We partner closely with Recruiting, People, HR Tech, and Analytics to ensure operational excellence across the recruiting lifecycle.
As the Recruiting Programs Manager at Upstart, you will lead and deliver strategic recruiting programs and process improvements that support scalable, efficient hiring. You'll own project and program management across a wide range of TA and cross-functional initiatives—from initial scoping and stakeholder alignment to execution and delivery. This role is critical to ensuring recruiter enablement, operational consistency, and hiring effectiveness at scale.
How you’ll make an impact:
- Lead project and program management for key Recruiting and cross-functional initiatives, from intake and planning through to execution, tracking, and delivery
- Implement and continuously improve key recruiting programs, like the shadow program, hiring manager enablement, internal mobility, and other core initiatives —so they’re well-designed, aligned with our hiring goals, and set up to scale effectively.
- Design and optimize recruiting processes, workflows, and systems to improve scalability, efficiency, and candidate/recruiter experience
- Develop and maintain project plans, timelines, documentation, and communications for high-priority recruiting programs
- Serve as a central partner to TA, People, HR Tech, and Analytics to ensure seamless coordination and alignment across all projects
- Own the ongoing development and enablement of the recruiting team by delivering training, resources, and continuous improvement programs that continue to upskill our team
- Analyze data and feedback to continuously improve recruiting programs and tools
What we’re looking for:
- Minimum requirements:
- 5-7+ years of experience in Recruiting Operations, People Operations, or related program/project management roles
- Demonstrated experience managing complex, cross-functional projects or programs from initiation through execution and delivery
- Proficiency with project management tools (e.g., GSheets, Asana, Smartsheet) and applicant tracking systems (e.g., Greenhouse)
- Strong communication, stakeholder management, and documentation skills
- Preferred qualifications:
- Experience delivering recruiting or HR programs at a high-growth or matrixed organization
- Formal training or certifications in project/program management (e.g., PMP, Agile, Lean)
- Skilled in designing scalable documentation, SOPs, and enablement materials
- Comfortable working with low/no-code tools or workflow automation platforms
Position Location - This role is available in the following locations: Remote
Time Zone Requirements - This team operates on the East/West Coast time zones.
Travel requirements - As a digital first company, the majority of your work can be accomplished remotely. The majority of our employees can live and work anywhere in the U.S but are encouraged to to still spend high quality time in-person collaborating via regular onsites. The in-person sessions’ cadence varies depending on the team and role; most teams meet once or twice per quarter for 2-4 consecutive days at a time.
At Upstart, your base pay is one part of your total compensation package. The anticipated base salary for this position is expected to be within the below range. Your actual base pay will depend on your geographic location–with our “digital first” philosophy, Upstart uses compensation regions that vary depending on location. Individual pay is also determined by job-related skills, experience, and relevant education or training. Your recruiter can share more about the specific salary range for your preferred location during the hiring process.
